IIS load balancing degrades redundancy

I am currently facing a configuration issue in which all of our IIS servers have to be operational for the web site to load properly.

The way things are working right now, both webservers must be operational for the site to render correctly.

Just a bit more detail on that, I was testing by taking down a server. Results:
Disable Dev01: Greeted with the default IIS welcome screen
Disable Dev02: Half the page does not load, including the CSS

Has anyone ever experience this type of situation wherein dropping a server causes the web site to no longer work?
